DUE TO POPULAR DEMAND, we are posting the answer early. This photo is of former wastewater treatment plant at 950 Hopper Street. The first correct answer came from Anna Hallquist, a former employee at the wastewater treatment plant who remembers having to swap out the 2 ton cylinders of chlorine.
"It was such hazardous work that we had to wear self contained breathing apparatus, like those used for SCUBA, and we'd have to work in pairs," Hallquist recalls.
