City to Hold Hearing on Planned Westside Development

New subdivision would build 93 new homes at D Street and Windsor Drive

 

The Petaluma City Council will hold a hearing Monday to discuss a proposed housing development that would add as many as 93 single-family homes and remove the historic red barn on D Street and Windsor Drive.

The Davidon development has been in the works since at least 2004, but was delayed by the economic crisis and unknown impacts on the local water supply.

But following the completion of the city’s long-term water plan, the project is back on track, with an Environmental Impact Report recently completed.

The 37-acre development is expected to generate 890 daily new trips, although Davidon has said it’s willing to consider a scaled-down version. There will also be a 6-foot sound wall along Windsor Drive to reduce noise from passing cars.

The proposal includes another 23 acres for open space and a bike and pedestrian path along Kelly Creek connecting the development to Helen Putnam Regional Park. 

The planned homes are within the city's Urban Growth Boundary. But opponents, including Petalumans for Responsible Planning, a neighborhood group, say the project should be evaluated using the 2025 General Plan because it has more up to date criteria.

Chief among their concerns is the density of the homes and the fate of the historic red barn now located there. They also bemoan impacts on the environment and say the area is a popular spot for local landscape artists who often set up their easels there.

The hearing will be held Monday, April 15 at 7pm at City Hall, 11 English Street.
